The engineering consultants carried out detailed surveys of the suitability of the land for development.

They tested the population estimates and the land use allocations in terms of workable transport and services networks. The land uses were adjusted until a satisfactory balance was reached.

The transport analysis required the creation of a mathematical model of the future population, land uses and transport networks. The model was used to test alternative land use plans, and then to refine the preferred plan.

This ensures that the Structure Plan is functionally sound within the standards accepted by the servicing agencies.
